Born and raised in Los Angeles, California, Steven received his Bachelor of Arts from U.C.L.A. in 1984, and his Juris Doctorate from Pepperdine University School of Law in 1988. He was admitted to the California Bar in 1988, and has been practicing law ever since.

Steven was named a “Southern California Super Lawyer” in 2005, 2006, 2008, and 2009 by Los Angeles Magazine and Law & Politics, and was featured in 2006 by Forbes In-Flight Radio & Sky Radio as one of “America’s Premier Lawyers.” Steven has been a lead attorney in the drafting and implementation of legislation in California, and provides education in family formation law as an adjunct law school professor. He is a member of the Academy of California Adoption Lawyers/ Academy of California Family Formation Lawyers, the American Society for Reproductive Medicine, and Resolve. He provides extensive pro-bono and community services, especially in helping prevent child abandonment and infanticide, and is a frequent speaker at conferences, seminars, and in-services.
